Description of changes

Guarded assertion messages in nixos/modules/system/boot/loader/systemd-boot/systemd-boot.nix against eval failures. These messages should be able to be printed in all cases. In particular, trying to coerce a null to a string is an error unless passed through toString.

I encountered this while testing #313497.

• Tested basic functionality of all binary files (usually in ./result/bin/)
• 24.11 Release Notes (or backporting 23.11 and 24.05 Release notes)

  • (Module addition) Added a release notes entry if adding a new NixOS module
